$QQQ is back above its 30 week average

But the average is flat and the 10 week average is still below the 30 week average. A sign of strength is that the 4 week average is back above the 10 week. I will become more confident of this move when/if the 10 week average retakes the 30 week average and the 30 week average turns up. A flat average is often accompanied by moves back and forth around the average. Check out this weekly chart.
