With the market in both short and long term downtrends, and the indexes below their 30 week moving averages, isn’t it time to be in cash in retirement accounts too? Or do I misunderstand? Thanks.

Great question. It all comes down to one’s personal financial situation and tolerance of risk. I am 100% cash in margin account, 95% cash in trading IRA and 100% invested in mutual funds in my university pension–long term money. I am not ready to exit mutual funds yet–there are trading limits there.

Thanks for that answer. So should we have hard technical rules for when to pull out of Mutual Funds? Or is that more subjective? If a rule, perhaps a price below the 45 or 60 week moving average?
